Vintage French bottle drying rack. Traditionally, and rather sweetly, also known as an 'herisson' or hedgehog in French.
The metal structure has largely rusted over leaving a pleasant textured surface, but is essentially strong and sturdy.
With plenty of hooks to hang whatever you like on, they are typically now used in gardens or as a mug tree.
